Increasing Tolerance for Medical Marijuana Smokers
The public and majority of RCMP officers are generally uninformed about the current state of the MMAR. It is important to understand that someone who has an exemption for marijuana has the legal right to possess and consume it anywhere that smoking is allowed. As it is, exemptees who smoke in public are placed in the position of defending their right to smoke or educating a citizen or police officer who thinks they may have encountered a "criminal". Health Canada has an obligation to make the public aware of major policy changes and promote a safe environment where these policies can gain acceptance.

CANADAS CANNABIS DESTINY - A POSSIBILITY
It has already happened in my mind. Prohibition is lifted in Canada and cannabis is welcomed into the consumer marketplace. Farming communities in eastern Canada are transformed by a boom in hemp cultivation and production. Small communities gather around sustainable farms that provide a simple livelihood for the people who work there. Hemp fabric and hemp seed become mainstream commodities. A new wave of canadian fashion designers are inspired by the look and feel of hemp and excite global markets with Canadian hemp fashions.
Meanwhile back on the west coast BC Bud, an already respected brand becomes a local product with global demand.

Through Cannabis, Canada becomes a political and economic world leader. The first one in History that does not abuse its position by going to war, but using it's clout to lend a helping hand to the rest of the world and dedicating itself to raising the standard of living in other countries.

The current status of HEMP in Canada

Canada does have a hemp industry. It is based almost entirely on the hemp seed for food and its nutritious oil which has value as a skin treatment. It used as a base in many lines of hemp skin care and hemp hair care products.

Hemp in Canada is still a controlled substance that requires a special license from Health Canada. (Why not Agriculture Canada?) The fact that Hemp is still illegal in this day and age is utter absurdity. There is clearly no reason to outlaw a food and fibre crop except for the obvious economic competition that any inexpensive high quality product will give to a marketplace. Health Canada - The Reluctant Hero

Although Canada is progressive in its Medical Marijuana policies, the reality is that Health Canada was forced to provide medical marijuana by the Supreme Court of Canada. As a result, Health Canada has been dragging its heels through the whole changeover. As it is, patients moving through its process can look forward to a cumbersome and complicated process that isn't getting easier.

There are still a lot of changes that can make Canada’s medical marijuana access program work better for everyone involved, and any changes are going to take time, energy and willingness on the part of Health Canada.
