| The public and majority of RCMP officers are generally uninformed about the current state of the MMAR. It is important to understand that someone who has an exemption for marijuana has the legal right to possess and consume it anywhere that smoking is allowed. As it is, exemptees who smoke in public are placed in the position of defending their right to smoke or educating a citizen or police officer who thinks they may have encountered a "criminal". Health Canada has an obligation to make the public aware of major policy changes and promote a safe environment where these policies can gain acceptance. |
